In order to target ads to the right people you have to know who your audience is. On facebook and instagram your followers are the people who engage with your posts the most. You can set your settings to show ads to all of the people who have recently (within the past year) engaged with your posts. This includes the angry reactions as well. Any interaction whatsoever with your posts is what makes up your audience, even just viewing the post. This audience will remain until the duration is over, up to a year, but can be set to less than that.
